It took about 30 minutes of killing all critters before the Battle pet Black Slyvern pup appeared. Keep at it.

Killing the tainted rats does seem to work. I just went to Felwood and flew around about 530am server time and did not see any Minfernals. I then flew around killing tainted rats and other battle pets and within minutes a minfernal spawned. He is uncommon but good enough for me. Good luck all!
