The frogs of Mechagon had two choices when faced with mechanization: hide or breed. This species chose the former.
Saw it also as a secondary in Machagon dungeon.
If you're looking for the pet solo in the dungeon, my luck was as follows: in almost 50 resets I saw 1 Yellow Junkhopper as primary (on Alliance beach; don't go to Horde beach or else you'll be vaporized) and 1 as secondary to a Duskytooth Snooter (next to the trogg area). I also got the 3 wild dungeon pets obtainable solo (as secondaries). The chances to see a pet next to town are low, so keep retrying.
If you find one... DO NOT FORFEIT THE FIGHT FOR ANY REASON. We've had this pet 'despawn' twice back into the Fleeting Frog when we forfeited :(Â
Got tired of resets so went in and just kept killing the non-battle beach Fleeting Frog until the Yellow Junkhopper appeared. Â First time there was a rare Experimental Roach add and couldn't resist so had to repeat until a second Junkhopper showed up.
I am so done with that.
I got this and the Roach from resetting the Mechagon dungeon, the roach spawned near the path where you zone in (near the beach) the Junkhopper just around to the left of it.
Found one this morning at 34,79 in the Toothy Shallows, right on the waters edge. Hope this helps.
Found mine at 48, 38; chilling at the southern tip of the pond in the Fleeting Forest.

I think I was on the same SW strip of land that Unifairy was describing, but the spawn took a lot longer for me. When it did finally spawn, it was the primary (green quality). Spent a couple of hours beforehand probably zapping the critters, fishing, herbing, and fighting the usual frogs.
I tried the instance reset and nothing would spawn. I decided to kill the frogs near the lakes and wait for the reset and one finally spawned. When I was battling, it looks like you initially kill it and I panicked. The frog retreats and ends up being the last pet you battle. Good luck!
Found my Yellow Junkhopper in the Operation: Mechagon instance on Mechagon. I reset I believe four times before one spawned on the shore near instance Rustbolt. Rare on my first try! I also found a rare Duskytooth Snooter on one of my resets as well. Happy hunting!
Found mine without any reset or doing anything. He was near Rolly Gulper on that lake at 46.4,30.0. Was in the water . A bit hard to make him to combat me due not available path.

Dungeon tip still works. Three resets and I found it on the beach as a green primary
I don't know that the dungeon tip works anymore. I've reset 80 times so far, and the only frogs that spawn are outside of the range you're allowed to be in. I've tried tiger dashing out and tagging one but they're just too far and I get vaporized every time.
The dungeon reset tip worked out great. Took about 15 resets. Don't be discouraged that there's no pets to battle on the Alliance beach. Just keep resetting and checking the beach and it'll be there eventually.Â
Oh man. Took some weeks to find this of loggin there and looking for it while grinding rep for flying.
I am glad it has only one breed type available so i dont have to look for a p/p or a h/h
Followed the advice of going into Mechagon, just now on my second try a rare Yellow junkhopper! Second pet was a Clanking scrapsorter without explode up but I captured the Yellow junkhopper. Seemed the harder to get.
Took the advice of some of the posters here and tried resetting the dungeon and checking with a /tar Yellow Junkhopper macro each time. The eighth time that I entered the dungeon I had a Yellow Junkhopper on the beach. Got stupid and killed it by accident. Came back in an hour and started entering the dungeon, running the macro, then exiting and resetting the dungeon again. Got another Yellow Junkhopper on the beach on the ninth try, and captured it.
Just got an uncommon one directly north of the horde FP on the beach it was the primary pet. Just flew around moonfiring all the fleeting frogs (battle and non battle ones) on a path from horde beach across to the lake then down the west coast. Think it took four passes to spawn :D
