This wild pet can be found on Turtle Beach in Krasarang Wilds. It only spawns during the Wanderer's Festival.

The festival is held only on Sunday night from 9 PM to 11 PM (Pacific Standard Time, GMT-8). During the festival, floating lanterns appear on the surface of the water and Pandaren NPCs wander onto the beach to set up bonfires and shoot off fireworks. Shortly after, the Wanderer's Festival Hatchlings appear.

A few notes about this pet:

- Unlike a few other rare/event spawns that appear alone, these guys are accompanied by 2 other random adds, so be sure to have a decent team on hand.

- The event started about 1 minute after 9pm PST, so don't sweat it if lanterns don't appear in the water exactly at the start time. 

- I've read that a second batch of adds spawn at the events closing, this is not true. I've waited an additional 20min after the event ended and I have never seen another one spawn. 

- And as always, if you have alts on multiple servers, camp out as many servers as you can. I've found several low to medium population PvP servers that have little to no pet competition.

 

Update:

After only 2 weeks I got very lucky and caught a rare quality H/H breed on Cho'gall at the same time that my bf caught a rare quality B/B breed on Alexstrasza. I was hoping for H/S, but I'm more than happy with my little turtle tank :D

Exactly what Emetai posted. 9pm-11pm PST

 

The event is located at Turtle Beach in Krasarang Wilds loc 72, 32. Be there a few minutes before the event starts or just a few minutes before it ends (2 hours in between from opening ceremonies to closing ceremonies).

 

They are lvl 23-25 so bring your lvl 25 pets. You will most likely only get one shot as this area is often populated with other collectors. Be sure your trio is full health & capture the turtle even if poor quality. 

 

The window to grab a turtle is very small & once the 3-5 that pop are gone that's it, there is no respawning til the next week. They will not appear as secondary battle pets.  Once the celebrants lay the lanterns they are carrying in the water, the turtles will appear. 

If you stick around you will get the achievement just for attending [Wanderers, Dreamers, and You]

 

Alliance faction can unlock a flight path just nearby *The Incursion* @ 67, 32

Create a /tar wanderer's festival hatchling macro and bind a key to Interact with Target for fastest response. If you've got these ready to spam (I used keys 1 and 2), you can beat the guys clustered at the statue/water's edge to the nearest hatchling. There was a comment on wowhead: Blink and you'll miss it .. and it's true. Good luck everyone!

Be aware that the map location is WRONG. Please correct it.

 

The real location is southwest from that, as other comments state.

I can confirm a few things now.

Wanderer's Festival started tonight (1 Dec 2013) at 9PM SERVER time on the oceanic server Nagrand. (definitely NOT PST). The Festival "opening ceremony" took about 3 or 4 minutes before the Achieve was granted and then the WF Hatchlings began to spawn. I trapped two and killed one. I believe a couple of other players also battled one or two. It does seem that they DO NOT respawn. The Festival also despawns after about 20 minutes.

The Wowhead TomTom co-ords mapped are wrong - try 72,31.

The closing ceremony tonight was exactly the same at 11PM SERVER time.

PS. the fights are easy with a moth/seagull/turnip combo.

They currently spawn at 23.00 CET Sunday night on EU servers, the festival ends 20 minutes later, if you are there when it starts or finishes you get an achievement - Wanderers, Dreamers, and You.  To help you prepare your team in advance it might help to know after three battles on two servers I found the secondary pets were a combination of aquatic, flying and critter.  I used Stunted Yeti, Oily Slimeling and Yellow Moth.

These pets spawn only on a Sunday, between 9 and 11PM server time. They spawn right at the beginning of the festival (just after 9 PM), and I have been hanging around for a half hour now, and haven't seen another spawn yet. It's possible these are like the Shadeling, and only spawn in a single 'cluster' at once.

 

The festival is held on Turtle Beach, which is due east of The Incursion. You'll know you're there when you find the statue of Liu Lang.

 

EDITED: Because apparently I can't tell 'west' from 'east'

There is a comment back in 2013 with good info with one error - 4/6/15 - stuck around for the closing festival (at 11PM Pacific) and had a few spawn. Was able to get the H/H I wanted. Thanks for all the other tips! Wowhead's location is still wrong to this day. Stick near the statue, they'll show.

This is the turtle that packs the biggest punch. Pump will boost your Grasp and will allow for a huge hit when released. A slightly different heal than the other turtles. Cleansing Rain could be interesting when paired with other pets with aquatic attacks, and it also boosts Grasp, but then you will trade away your biggest hitter. This sees like the most useful turtle to me, but it is tougher to get and then you might get a crappy breed. 244 speed and power is really bad.

This is one of the few pets you *want* the B/B breed for. The H/H breed has no power and no speed and this turtle has a unique moveset that needs power to be effective. I use my B/B quite a bit!

Up after midnight, Sunday.  Logged into Dalaran at Turtle Beach to take a look at the festival.  Only one other and myself there.  Fireworks erupt.  Second captured hatchling was a Rare. Two more in sight as I logged off.  Yipee Ki Yay.

Thank you, everyone who mentioned the map being wrong. Just got a H/H breed, grey rarity, which i instantly rare-ified! YAAAY!!

 

 

So, yes, map is wrong. THe location is SW of the map point, just ot the east of "The Incursion". Look for the giant Ling Liu statue.

 

Also, I am very glad I play on a PvE realm. I cannot imagine trying to do this on a PvP realm. Swarms of people. Good luck to everyone still looking for this guy!!!

Good info here in comments. Went to my festival at 11pm CST(US-Malfurion) for opening ceremonies and stayed off to the west side about half way up the shore and at about 11:01 and 30-45 seconds they spawned and not too many. I didn't get an exact count but saw at least 4 to 5 including the one that spawned at my feet. 2 others were hovering over me cause they saw me off to the side but I made a /tar macro and interact key and they had no chance.

Bear in mind that these spawn all over the beach where the festival is taking place, not just at the statue.   When I got mine last night, there was a big cluster of about twenty people at the statue.   I decided to camp a short distance away from them and one spawned right under me.  I was able to get into a battle with it seconds before about ten people from the main group came stampeding over.

This pet is very good for Pvp pet battles specifically against Sunny Day teams. Not only do you naturally counter Elementals with Grasp, you counter their Sunny Day with Cleaning Rain healing your entire team, and Perk Up to basically do a better Sunny Day than they :)

Legend has it that a seadragon turtle just like this one grew up to become Shen-zin Su, the Wandering Isle. Perhaps your little turtle will grow into something amazing?
