The argent tournament tabard is helpful here, in case you can't leave a toon camped.
Also, those of you hunting rares, please don't. Just get what you get and use a stone. There are SOOOOO many people looking for this to complete their achievement, it makes it best for everyone if we just get one and leave the others for our fellow players. If we can all do this for all of the difficult to get ones, it will help so many others out!
This little guy has taken many hours to get,after reading they tended to only spawn after server maintenance i trundled out of bed at 4 am after a 11 hour server down time to fly to Northrend to find him, arriving i netted my self a poor quality one. I then watched in horror as a single player went thru every other spawn protected by his guildies. Please remember guys, to just take one rarely spawn pet and leave others for players also hunting, especially since you can now upgrade your pets.
Just got mine at 12:33 server ob Bleeding Hollow. I got a green and called it good but this other jerk was going through all of them making them despawn for nothing so out of about 20 spawns two of us got one. Dont be that guy, you if you really need a blue get into the battle and if its not the one you need LOG OUT! It will end the pet battle and not make the pet despawn. That way you can look for your blue without making everyone else miss out on the hard to get pets.Â
This is an important pet to get. In Draenor, one of the daily pet battles is against Cymre Blightblade in Gorgond. You need this pet as your second pet. This is hardest pet battle. Your first pet will most likely die horribly and thats sad. Sorry about that, we will miss that pet. Rest in Peace. But their is hope, bring this pet in secondly and cast Darkness first and then Tail Sweep him to death. Hit his last pet with a Plagued Blood before you die. IT works.

Seems to be one of the most popular undead pets in PvP, not near Unborn Val'kyr. Not very good synergy between Call Darkness and Plagued Blood. Have seen more and more trying to use Dreadful Breath, but then you commit to three turns where you can't react. Seems to do well with shadowflame/tail sweep with Call darkness for dragons and healers. Or do Death and Decay, Plagued Blood and being slower gives you two hits from Tail Sweep, the heals with tick in at a steady pace.
I like to refer to this as a Dragonkiller, it's a DTP (double threat pet) like most elementals are vs. mechanicals.
It's Undead and takes 33% less damage from dragonkin abilities and the humanoid ability Call Darkness does a lot of damage to dragonkin.
Plagued Blood paired with Tail Sweep provide more than ample self healing allowing this little brute to trample most dragonkin out there, both wild and trained.Â
This is a GREAT pet to have for any pet battler/collector.
It has nothing to do with how many quests you have done in the zone. The reason you are seeing them when on flight path and not once you land is because of CRZ (Cross-Realm Zone). When entering a zone via a flightpath the CRZ does not load until you land. However if you fly yourself into the zone the CRZ load's almost immediatly. Sidenote, if you really want one of these I would do my best to log in right after a rolling restart, thats how I got mine this morning, hope this helps. Cheers.
You know how Immolate works for human pets sitting in the back row? Well Plagued blood works the same way with death and decay as long as the pet with D&D stays active. If you add Sunlight and pets that always hit for multiple times like the clockwork gnome, rascal bot, or crazy carrot can get off a decent amount of tiny heals.
Got one today on Korgath at 1:18pm EST. I was actually flying out there to camp and happened upon a small pack of 6. First one I engaged was common, caught it, and left the others for fellow collectors!
Finally got mine - dumb luck - 2-3 spawned at ~1:30 in the afternoon on greymane. Killed the first with a crit - i couldnt believe it! Got it with the 2nd one. Left the last. Hope this pet becomes more common for all the collectors who dont have it yet. I hope never to visit Icecrown again.
Cought mine yesterday, and i'm  going to share trick that i found usefull. Make dk on empty realm (my suggestion would be pvprp empty), finish the starting quests, get on boat/zeppelin to Northland, fly to Dalaran and talk to argent dawn guy on landing pad to take you to sindragosa's fall. Worked like a charm for me, hopefully it will work for you guys aswell :) (same tactics can be used for minfernals and other rare spawns).
Edit: I used same dk to get my kirin tor familiar.
I do think some of you are onto something. The reason why you are able to get one right after restart is probably cos the CRZ isn't up yet!
Everytime I've logged on right after restart the place is filled with campers and I never seem a single Scourged Whelpling.
Now, I do think having pets hard to get is a good thing but this is a little too much. Mainly cos it's more to do with if your server will ever come up first, before other servers.. :S
I couldnt find these guys anywhere, until I logged on to my toon that did all the Argent Tournament and Icecrown stuff. They were EVERYWHERE at Sindragosa's Fall. I fought about 7 before deciding to keep my uncommon (Plus I was getting ganked by a higher guy). So I think phasing may be involved. The uncommons seemed to have a little over 1200 health. Got a rare one this morning (lvl 21) and also 30 min before that I got my unborn Valyk so i am happily logging off today :D
The most powerful battle pet when maxed and rare. Couple it with a clockwork gnome and watch the mayhem. For a third I use the Wild Thunderling Hatchling, Lightning does 9 rounds double damage + increased damage for each of the turret ticks, and the 5 roun Corefire Imp or Jade Oozeling. Bonus damage and healing that starts to take place is sick, especially against a slow moving team. Also, imp is perfect against shield teams; +damage causes attacks to penetrate. Sick.
Arrived there today just after server came up after patch(EU) and found 3 corpses of them around and not a single one alive...
There are actualy people that act like that ...
I can confirm that these little pets spawn exactly every 24 hours from server reset time. On Stormrage the reset was 9:16am UK time this week (13th Feb).
Got mine at 9:17am. I flew around Icecrown to see if I could see any other spawn points, but didn't see any. Flew back to Sindragosa's Fall and it was 9:25am and one spawned in front of me, flew around and saw 2 others.
I used a level 25 rare Bandicoon to capture the whelpling and kill the 2 other pets. I got a common one.

PS about 10.30pm Paris server time. 2 whelplings up in Silent Vigil sub zone.
Been camping since early Dec 2012 without ever seeing one on my own realm.
finally got mine today, as soon as the server went live i logged on my character i had parked there and got one, used a stone on it and i think it's safe to say that if i never see icecrown again it would be to soon.
i would suggest that people that are having problems getting this little b*stard to try it with server restarts/when servers come online after maintenance, i camped that place for weeks and weeks, entire days and half nights with nothing...
